On March 28, 2024, the Trade Remedies Authority (TRA) received information that the Canada Border Services Agency (CBSA) will extend the re-investigation to update normal values and export prices for certain carbon steel screws originating from or exported from China and Taiwan (China). Accordingly, the re-investigation will be extended by 7 days, with a conclusion expected on May 30, 2024.

Although products originating from Vietnam are not under investigation, there is evidence of export transactions between Vietnamese exporters and Canadian importers. Therefore, there is a possibility that Canada may initiate investigations to expand the scope of products/anti-circumvention investigations or launch new trade remedy cases on similar products from Vietnam. To timely respond to potential future trade remedy cases, the TRA recommends the following:

  • Associations and relevant businesses should review their exports of carbon steel screws to the Canadian market (refer to the following HS codes: 7318.11, 7318.12, 7318.14, and 7318.15), and prepare to respond in case Canada initiates a trade remedy investigation. They should proactively study and understand Canada’s trade remedy investigation regulations and procedures.
  • In the event of an investigation, relevant associations and businesses should have a strategy for participation and handling of the case; fully cooperate with the investigation agency’s requirements; and regularly coordinate to receive support from the TRA.
